Emory Global Health Case Competitions

2013 Intramural Emory Global Health Case Competition

In February 2013, the Emory Global Health Institute hosted its sixth Emory Global Health Case Competition. The 2013 Intramural competition brought 12 Emory teams together to assist France's Union for a Popular Movement (UMP) party recommend financially sustainable health reforms that address the country's increasingly diverse and elderly populations. The winning team was comprised of students from Emory College, the Goizueta Business School, the Emory University School of Medicine, the Laney Graduate School, and the Rollins School of Public Health. The team won a $3000 prize and will compete against 23 guest university teams in the Institute's March 2013 International Emory Global Health Case Competition. 2013 Intramural Competition Sponsors

As with previous Emory Global Health Case Competitions, the 2013 intramural competition was initiated by the Institute's Student Advisory Committee, and was a huge success.

Case Summary and Process

Francois Dubois is a leading health affairs strategists for the leadership of France's Union for Popular Movement (UMP) party, the center-right political party of former President Sarkozy. In his role as health strategist, Dubois has been asked to develop UMP's health reform platform for the 2017 elections. Because the UMP party was recently removed from power, signaling the electorate's aversion to Sarkozy and UMP's previous approaches, Dubois recognizes that the platform must appeal to the electorate at large without being a complete and sudden reversal of the UMP's traditional conservative agenda. He also realizes that the Socialist Pary and President Hollande will have a competing agenda. The platform he developes must be specific and should focus on how the UMP plans to organize and sustainably finance France's health system amidst changing demographics and the resulting changes in France's health care needs. Case competition student teams represented Dubois' legislative aides who brought interdisciplinary perspectives to the platform development process. Competition judges represented Dubois' and UMP's leadership, and they were asked to select a platform that they thought could propel a winning 2017 election campaign.
